I believe G.F.E.D.C.B.A.e164.org works fine.

The e164.arpa is reserved for the 'official' root (which will either end 
up being run by Verisign or one of the big telcos I'd guess).  As is 
typical with these things there are few signs of e164.arpa amounting to 
anything yet - they'll just take over when they feel like it.
