[Asterisk-Dev] Q.921 in libpri - is DL_ESTABLISH indication provided to l3?

Hi all -

I'm starting some work in libpri and found that I needed an indication when
the l2 (Q.921) is established to trigger sending some IEs.  The current code
looks like it doesn't provide such an indication to the l3 (Q.931).  Am I
reading this correct?
