Yes.

But my idea of an RTP relay may be different from yours!

Asterisk can relay the RTP between two VoIP endpoints made through it, e.g.
with SIP Asterisk doesn't have to send the Re-invite message, but instead
relay the phonecall through itself.

It can probably do what you are thinking too, if you are thinking something
else.
