There are a lot of optional features in isdn. What is considered optional 
seems to vary between operators as well. When EuroISDN is used there seems 
to be a baseline of features, but many are still optional.

The feature requested is called Explicit Call Transfer (ECT) sometimes. 
And yes, it is signalled in the normal way over the D channel.
