The methods that make up G729 don't need to be patented there to have
effect there. Go use the link I produced earlier to see the number of
countries who have signed the ITU treaty.

Go find competent programers in the few countries not signed on to that
treaty. Might be a little difficult. Might even be difficult finding
network connection there.
