SSL is TCP based.  The voice packets would suffer greatly if you stuck them
over TCP.

You almost need something like what FreeS/WAN was going for, opertunistic
IPSec encryption.  But, that was based on public keys being published in
secure DNS, not feasable for mobile endpoints.
