Also NAL, but for the the gpl licensed distribution that only requires an
email to crypto at bxa.doc.gov letting them know where it can be downloaded.
(Actually that is probably already required for the stuff currently in cvs
and I presume the tarfiles.)

They should ask a lawyer for details on what to do for the non-us and
non-cananda commercial licensees.

In any case, http://www.bxa.doc.gov is the place to start reading.
