[Asterisk-Dev] register w/ remote sip proxy

	so, when a remote sip proxy is down that I am attempting
to register with (or is nonresponsive, or i get connref) asterisk
seems to get a lot of stuck channels for that peer that are never
garbage collected or free(d).

	I'm not sure where to start looking in the code for this,
but think there should be some checks done to prevent getting
two many file descriptors stuck in this state as well as some
timeout code added to prevent this from going on...

	I typically have to restart asterisk a few times a week
due to loss of connectivity with the remote sip server
or other problems associated with the filedescriptor leaks.
