I think there are many interested since Radius is frequently used for billing in
the ISP sector.

Under what licensing are you prepared to share this with the community?

There are many options
* Publish under GPL on your own homepage or sourceforge
* Sign the Digium disclaimer and integrate it with Asterisk CVS and the GPL version on CVS
* Publish under GPL in the Asterisk-addons module on the CVS
* Publish under your own license on your web server
