[Asterisk-Dev] external call control?

I wanted to find a way to have an application on a PC control the user's
phone, such as speed dial directory, force a caller to voice mail,
etc. Would a combination of the manager interface and something that isn't
written be the best way of doing that? I want it independent of the phone
type/technology.
