Branch for manipulation of the request URI from the dialplan

When calling through a peer, you can set the extension, but not the domain
today. We're adding SIPTODOMAIN to set the domain in the request URI for the
coming call. This will not affect any routing at all, we will still send
the call to the requested device/domain.
