Work on an issue in the bug tracker I can't find right now, where Asterisk
sends 183 on receiving strange frames from a remote interface - frames
with no audio. This happens before the remote interface actually signals
proceeding or alerting or anything.

Will make it an option to enable/disable this feature in chan_sip as a 
short-term workaround. Which btw sounds much better than 
"an embarrassing dirty rotten patch".
