This branch is created to separate some logic with regards to queue reloads. The net result from
a user perspective will be that they will be able to reload queues and reset queue statistics as
separate commands if they would like. In other words, they can do a reload as is done now, or they
can reload without resetting queue statistics or reset queue statistics without reloading. The bonus 
here is that the reloading code could become a lot cleaner as a result of this.
