So, here is the deal.  chan_usbradio can not be in the main 1.4 branch because
we have a strict policy to not add new features to release branches.  However,
I'm going to set up this team branch so that a 1.4 version of chan_usbradio can
exist.  I will also set this branch to be automatically kept up to date with the
main 1.4 branch.
