Copying bbryant's branch for TCP/TLS support for SIP to my own branch. The goal of my branch is to support multiple UDP sockets in chan_sip.
This goal is partially accomplished in the sip-tcptls branch (the architecture is there to support a socket for each sip_pvt) but I need to 
implement the UDP side of things.
