Patch Set 1:

I do not think this is ready for merging yet, there are a few more things that may need to happen.

We've seen 10n+2 bytes incoming on the wire from providers, which currently gets discarded completely.

CNG injection of "fake frames" so that we don't end up with "zero frames" (which ends up being a really nasty "bleep" in the actual generated file).
