Change subject: loader: Perform chained starts when missing dependencies are started.
......................................................................

Patch Set 2:

I bring this up because as we've seen with the original module loader changes, we have to be particularly cognizant of any changes we make and the end user experience. The behavior has existed for something like 16+ years and changing it is not to be taken lately. We have to think all changes in this area through, not just from code but from user. I'm not saying it can't happen - but we can't live in a bubble of code.
