Patch Set 2: Code-Review-1

I'd like to hold off on this for now.  We have a set of scripts we use internally to initialize virtual machines and docker containers for asterisk development and testing.  It might make sense to just use those but I need to do a little work on them before making them public, like adding --devel and --prod switches so all the devel dependencies don't get installed in a prod environment and un-hard-coding some docker repo paths.  I'll try to do that this week and post something to the asterisk-dev mailing list.
