In a clean Ubuntu 17 container after running install_prereq and ./configure, I get...

checking for /usr/include/ptlib.h... yes
checking for ptlib-config... no
./configure: line 28962: --ldflags: command not found
Cannot find ptlib-config - please install and try again

This doesn't happen using the existing install_prereq.
