Yes, I would cherry-pick after it was okayed.

As for "needed". when trying to build 13.15-rc1, I ran into this, so yes, it blocked me. I didn't build for 13.14, so I didn't check when it was introduced.

I don't have an opinion on whether it's blocking enough to make an rc2. I can work around with temp patches now that I have them.
