Patch Set 2:

I've tested this locally with and without socket activation enabled.  I know this change needs something in CHANGES, I'll get that added to the next revision.  I think no UPGRADE.txt is needed since this is a non-breaking change.

The intent is to cherry-pick to 13 and 14 once it's received some review.
