Patch Set 1:

I wasn't aware you were trying to support that particular case. What exactly is returned for the answer before and after the patch and what is the offer? (Posting on JIRA is probably easier).

If we're changing the behavior such that the answer now includes DTLS when we're not configured to do it I would consider that a pretty substantial behavior change.
