Patch Set 1:

I've only pushed a change for the master branch, but I do have the intention to cherry-pick the change into the 14, 13 and 11 branch if this change receives a positive review.

I wasn't sure if I needed to add a note in UPGRADE.txt regarding the modification I made to app_queue, since it's a change that could theoretically impact a user in a negative way. If I do need to add a note in UPGRADE.txt, tell me and I'll do so.
