Patch Set 1:

Options for 13/14:
1) Do nothing.
2) Convert all functions to NOOP stubs (but keeping mtx_prof init in place)
3) Stub functions and remove ASTERISK_REGISTER_FILE from each file

Option 2 is very low effort.  Option 3 is more effort but keeps the branches closer to master.
