Change subject: Implement deaf mode for confbridge
......................................................................

Patch Set 4:

I've been looking at the improved mute features of having separate admin-mute and user-mute states (this was added after I first wrote deaf mode).

I basically need an user profile who hears nothing when signing in and becomes is the conference marked user. No one should hear others than this marked users unless they are explicitly unmuted by marked user.

I believe this can be achieved by having other users started administratively muted, and setting the special user quiet=yes. The ability for making arbitrary user explicitly "deaf" (or hearing only silence) is not strictly needed.

I would be willing to withdraw this patch, unless someone else thinks this has other use cases.
