sipp already has an option to delay a scenario's start:

-sleep : How long to sleep for at startup. Default unit is seconds.

So you should be able to drop the 'delay' option and just use sipp's sleep option.

I don't think you need a new option (delay), thus no need for any changes to sipp.py. Instead you should be able to use the sipp option '-sleep'
