Patch Set 3: Code-Review-1

The RTP payload type conflict needs to be addressed before this can go in.

Due to the fact that we have only four or five unassigned dynamic payload type values remaining and there are more codecs available, this codec will need to register itself with the RTP engine using ast_rtp_engine_load_format() when the codec_codec2.so module is loaded.
