Patch Set 1:

This change has merge conflicts for 13 and master so it will be cherry-picked after the review is nearly complete.  The only effected code that was not built is app_meetme, I haven't been able to get DAHDI working on my development system.

I ran testsuite for tests/pbx, tests/channels/SIP and tests/channels/iax2, all successful.
