This option is enabled per ISDN span.

If this option is enabled and when an outgoing call is rejected with a cause 44 then Asterisk will send a RESTART to reset the B channel requested by the outgoing call to an idle state.  If the reason the peer rejected the call was because the channel is stuck in an unavailable state on the peer then this might help get the channel unstuck.  It is likely the next outgoing call Asterisk makes will try the same channel again.
