Patch Set 5: Code-Review-1

Before this can be merged:
1) Add an item to the CHANGES file describing the new feature. Make sure that the item in the CHANGES file is placed below the next expected release, which is 13.5.0.

2) We'll need to get Scott's tests posted for review :-)

Finally, once the CHANGES notes are in the review, go ahead and cherry-pick this over to master. Make sure that the CHANGES notes are still in the correct place once it gets cherry-picked into master.
