I'm just adding an additional comment here to state that until we have a better understanding of the problem I'm not comfortable overall with putting changes in. A master ticket has been created at https://issues.asterisk.org/jira/browse/ASTERISK-25103 to bind all of the other tickets together, it's the place to watch.
