Well.. technically, it doesn't need that. The 'Reported by' header is only really useful in two circumstances:
(1) When the reporter in the JIRA issue is not the 'real' reporter, i.e., someone filed an issue on behalf of someone else
(2) When you want to give credit for filing an issue to multiple people

Otherwise, all of the scripts are smart enough to look at the issue in JIRA to figure out who reported it.
