There's a problem with _res_prometheus_ while using _res_pjsip_ but not using _res_pjsip_outbound_registration_.

_res_prometheus_ always calls {{pjsip_outbound_registration_metrics_init()}} even if _res_pjsip_outbound_registration_ isn't used.

It's suggested to call {{pjsip_outbound_registration_metrics_init()}} only if _res_pjsip_outbound_registration_ is loaded.
