There are use cases when Asterisk operates as a UAS and the UAC indicated support for 100rel that Asterisk makes use of reliable provisional responses if the UAC indicated its support. Specifically, this would be a new option for the {{100rel}} pjsip endpoint parameter (possibly called "use_if_supported").
