IAX2 only supports the adaptive jitter buffer, not fixed jitterbuffer.

Works fine with PJSIP using the JITTERBUFFER function, but attempts to force the fixed jitter buffer using JITTERBUFFER, Dial(Local/chan/nj) and iax.conf all fail.

All channel techs should support both fixed and adaptive jitter buffer, as the function should override any channel config, but currently this is not the case with chan_iax2. Fixed jitter buffer support is completely broken/nonexistent.
