Currently, variable substitution in Asterisk when dealing with dialplan extensions is extremely clunky. It requires changing the dialplan extension, context, and priority for the sole purpose of variable substitution, although there's no fundamental reason this needs to be done. Public API is added so that these variables can be overridden using a new API. No existing API is changed.
