We suspect that, when error 400 is received without INTEGRITY attributes, this response should be ignored.

It's unclear what the reaction should be in this case.
Retransmit, the same packet, or re-transmit a packet with additional attributes.

In any case, I believe the TURN procedure should not stop here.
