Is the log file being generated? You can try rotating the logs as well to see if that starts outputting the information to the file. Make sure Asterisk is either restarted or you reload the logging configuration as well. You can also try starting Asterisk with a higher debug level ({{asterisk -cddddd}}) and see if that changes the results.
