Ended up booting up Asterisk 16.14 for a few production customers instead of reverting that 1 file (to at least narrow down a general scope of Version over File) but memory is still rising.
I'll know more concretely tomorrow if downgrading fixes it or doesn't, then that will help rule out that particular change with PJSIP registrations. There's a possibility these particular customers must have high mem usage anyways because of their sheer volume.
