Is there a list of things that were valid in 13 that will break in 17?  IOW, upgrade notes, like there is for [upgrading from 16 to 17|https://wiki.asterisk.org/wiki/display/AST/Upgrading+to+Asterisk+17]?

While I can appreciate that it's not really reasonable to have notes for upgrades from any random version to any random version, 13 and 17 are both the most recent LTS releases and as such are going to be a common upgrade path for people on 17.
