Adds a FRAME_INTERCEPT function to intercept control frames.

The existing HOLD_INTERCEPT function only intercepts hold frames. In this case, I need to be able to intercept wink frames, so a new function that contains a superset of the functionality in HOLD_INTERCEPT is added. In the future, the HOLD_INTERCEPT function could potentially be deprecated/removed.
