I think the difference is the perspective from which each are indicating hold device status.

The chan_sip module appears to convey it from the perspective of the device placing Asterisk on hold, while chan_pjsip conveys it from the perspective of Asterisk placing the device on hold.

I'm accepting this issue since there is inconsistency here.
