Missing configure in https://downloads.asterisk.org/pub/telephony/dahdi-tools/dahdi-tools-3.1.0.tar.gz
According to README it should be, if tools are not cloned from git.

# Only if you cloned from git:
autoreconf -i

./configure
make
make install
