Alright, more diagnostics:

queue reload parameters - Good (no stats loss)
queue reload members - Good (no stats loss)
queue reload rules - Good (no stats loss)
queue reload all - Bad (all stats loss)

I haven't even tested queue reset stats but I imagine that resets stats as expected.

This is definitely not supposed to happen with a reload command, I can't imagine why someone would want that.
