For a non negotiated rtp frame, when there is a SSRC change, the frame will be marked as a control frame and it will be queued to be written and then leading to a disconnection (ast_channel_softhangup_internal_flag_add) 

Issue reproduced with commit f2fa99f12480807de0ee9613ff474051b5c7d030 (13)
