When using ICE in negotiations, and attempting to setup DTLS/SRTP it's possible for the underlying DTLS initialization and handshake process to complete, but Asterisk fails to notice. Thus leaving Asterisk itself in a partially initialized RTP encryption process state.

When this happens Asterisk still sends/receives RTP packets, but fails to encrypt/decrypt them. For some endpoints this results in either no audio, or static.
