Since 16.11 and (issue 29035) T.38 will not work when Local Channels are being used.

This is a breaking change for T.38 and anybody that uses Local Channels and T.38 will be stuck on 16.11.

I've confirmed it with SpanDSP and SendFAX/ReceiveFAX as well as using T.38 analog adapters on both ends.

Anytime there is a Local Channel in the loop T.38 fails.
