I downloaded the 16.12 tarball and yes, configure / make / make install

On that very same system I installed asterisk 13.35 just to test and make sure I didn't do anything wrong, and indeed it worked on first try with asterisk 13.

So I have reason to believe that the patch was not implemented correctly. Please let me know next steps from here.
