The following tests:

tests/channels/pjsip/subscriptions/mwi/solicited/replaced_by_unsolicited/non_aggregate
tests/channels/pjsip/subscriptions/mwi/solicited/replaces_unsolicited/non_aggregate

Are failing because of a retransmission of the NOTIFY packet. We should fix this so either it is tolerated, or determine why a retransmission is occuring in the first place.
