    Description: 
A deadlock can happen when stasis/ari is access the events code, this caused the 'stasis/p:devicestate:all-00000136'  to backlog which leads to calls being rejected.

CLI shows:

[2019-09-16 11:28:27] WARNING[41608]: taskprocessor.c:1110 taskprocessor_push: The 'stasis/p:devicestate:all-00000136' task processor queue reached 1500 scheduled tasks.

Full backtraces and binaries have been sent over for internal attachment.
